Rourkela misses bus again
Indian Express reports
ROURKELA: Reintroduction of air connectivity to Rourkela city which has been a necessity for industrial growth of Sundargarh district, continues to remain elusive.
The district with large industrial and mining activities along with two noted educational institutions is felt to be a deserving destination for commercial flights.
In fact, Rourkela in the first quarter of 2011 had come close to having commercial flights, but for some reason missed the opportunity as the private airlines AIR Deccan reportedly backed out.
An administrative meeting convened in December 2010 under the chairmanship of the then Rourkela ADM Sachin Ramchandra Jadhav had informed about administration’s involvement in obtaining necessary ground clearances, including measures to obtain mandatory flight and air terminal clearances from the Director-General of Civil Aviation and security go ahead.
It was decided to upgrade the airstrip of Rourkela Steel Plant (RSP) to handle small size commercial air crafts and AIR Deccan vice-president Sanjay Sehgal too had agreed to press into service its 18-seater Beech 900D aircraft.
Former president of Rourkela Chamber of Commerce and Industry (RCCI) Subrata Patnaik said the economic and industrial growth potential of the district cannot be achieved without air-connectivity.
And this despite the fact that Rourkela Steel Plant is nearing target to expand production capacity to 4.5 million tonnes and the National Institute of Technology-Rourkela and the Biju Patnaik University of Technology have taken rapid strides to give a distinct identity to the city.
With the State Government moving ahead to restore the Jharsuguda airport as the second best in Odisha, the chances of Rourkela seem to hang in balance.
Rourkela ADM PC Pathi said no fresh development had taken place. “The city administration would take up the issue with appropriate authorities. In between, a couple of light aircraft had ventured with trial runs, but were not safe worthy,” he said.

Vehicle lifters on the prowl
Indian Express reports
ROURKELA: Motorcycle lifting menace is back to give sleepless nights to the residents of Steel City, Uditnagar in particular. The gang which was lying low for some days is now active and there has been a spurt in lifting of two-wheelers.
Between April 5 and 15 three vehicles were stolen from the same spot in front of Pani Market Complex. A complainant Monu Agarwal has lost hope of getting back his vehicle after it was stolen 15 days back.
Notwithstanding tight policing, two-wheeler theft cases are pouring in from across the city.
Sources said on Thursday a motorcycle was stolen from near City Super Bazar, while a couple of days back two other vehicles were lifted from nearby localities, including Basanti Colony under Uditnagar police limits. These are not isolated cases as two other similar incidents have been reported from Sector-5 market area under Sector-7 police limits.
A senior police officer said in April alone nearly 50 complaints of vehicle lifting were received.
The Rourkela police had earlier achieved success in checking
the crime with the arrest of several persons and recovery of stolen vehicles.
SP Himanshu Lal said a gang comprising five to six persons are involved in vehicle lifting. He assured that the gang would be nabbed and stolen vehicles recovered soon. Sources said several youths who were jailed for thefts were released recently and it is possible that some of them have returned to the old business.
Rash driving: Highway turns death trap
Expressbuzz reports
SAMBALPUR: Industrialisation has brought with it drastic changes in the economic condition of the people in every village of Sambalpur district. The repercussions of development are acutely being felt. The purchasing power has led to an increase in the number of vehicles which in turn results in accidents due to reckless driving.
Maximum accidents are reported on State Highway 10 that connects Sambalpur with Rourkela. Deaths as a result of accidents are also reported on the 45-km stretch from Sambalpur to Jharsuguda. In the last three months, 40 persons have died in 28 accidents on the stretch.
In 2011, 60 accidents had been reported on the stretch in which 63 people died. The road was constructed at an estimated cost of `289 crore to boost industrialisation in the region.
Maximum deaths have been attributed to reckless driving by untrained truck drivers engaged by industrial houses.
A majority of the vehicles do not have rear light making it difficult for vehicles to make out traffic on the road.
Another reason stated by the locals is use of sharp head lights by the truck drivers which affects the vision of people coming from opposite direction. Moreover, trucks parked along the roads the space.
On Monday, 10 persons died in an accident while 11 others escaped with injuries at Gurupali Chhak under Rengali police limits. The pilgrimage turned tragic for three families.
A couple of hours later, another car rammed the overturned truck involved in the accident injuring three persons who were admitted to VSS Medical at Burla.
With no highway patrolling or availability of ambulance service, more casualties are being reported raising question on road safety. Even as plans to convert the road into six lanes are underway, locals fear that it would lead to more accidents.

Financial Chronicle reports Steel Authority of India (SAIL) has earmarked capital expenditure of Rs 14,500 crore in 2012-13 as the final phase of its five year, Rs 72,000 crore modernisation and brown-field expansion plan.
“Some of the major facilities that are planned for completion in 2012-13 are new cold rolling mill at Bokaro steel plant, raw material handling system, coke oven battery, sinter plant blast furnace and wire rod mill at IISCO steel plant, sinter plant at Bokaro steel plant, coke oven battery, blast furnace at Rourkela steel plant, round cum bloom caster and medium structural mill at Durgapur steel plant,” CS Verma, chairman of SAIL told Financial Chronicle.
The culmination of the investment will help improve the state owned company’s ability to compete with its private sector counterparts. The capital expenditure will be spent on payments for various capital projects being undertaken at its Bhilai, Durgapur, Rourkela, Bokaro and Iisco steel plants.
Sanjay Jain, an analyst at Motilal Oswal said, “The company’s project is slightly behind schedule and may be completed only partially this financial year. “We are funding the capex through a mix of debt and internal accruals. The debt equity ratio is 1:1”, said Verma. The modernisation cum expansion plan of SAIL, apart from increasing the production capacity has been envisaged to address the vital issues of elimination of technological obsolescence, installation of energy efficient and environment friendly technologiesand enhancement of raw material availability.
The commissioning of facilities in the five integrated steel plants (Bhilai, Durgapur, Rourkela, Bokaro and Iisco) has already started and the majority of modernisation and expansion is expected to get completed by 2012-13.

Ponds get quiet burial
A report from Indian Express
ROURKELA: Notwithstanding water scarcity, at least a dozen ponds across Rourkela city have either dried up or are on the verge of extinction.
Greens say presence of ponds in urban pockets has assumed greater importance than before in the wake of water problem reaching intolerable limits. Ponds are significant to maintain groundwater level and also act as coolants to nearby areas besides addressing non-drinking water needs of large population.
Consider this: Groundwater level in some urban pockets, including Madusudanpali, has gone below 280 feet. Now, the demand is to sink deep bore-wells as tube-wells become dysfunctional during peak summer.
While only the DAV pond at Basanti Colony has water, others across the Steel City have gone dry. On earlier occasions, funds meant for renovation of defunct ponds were reportedly misappropriated.
Basti Suraksha Samiti (BSS) president Biren Senapati said there was a need to restore defunct ponds at Shantinagar, Madhusudanpali, Tilaknagar, Bondamunda, Uttambasti alongside Mahtab Road, Panposh, Deogaon and Fertiliser Township.
Earlier, a pond near the STI level-crossing dried up due to frequent waste dumping and today, encroachers have set up shops on it. The Rourkela Steel Plant (RSP) too was reportedly allowed to set up a swanky restaurant over a pond at Sector-19 market.
Sources said missing is an integrated approach by the Rourkela Municipality and Sundargarh administration for pond renovation or revival as most of them are either on the land of South Eastern Railway (SER), RSP or the State Government.
Rourkela ADM PC Pathi said a city like Rourkela should have at least 30 to 40 ponds. He advised the municipality to prepare an action plan and said the administration would forthwith ensure necessary action to revive the ponds.
Municipal vice-chairman RN Mishra also said feasible measures would be taken.
Meanwhile, years of struggle of the BSS bore fruit as the SER had begun works to revive the oldest pond at Gopabandhupali at a cost of 30 lakh to benefit a sizeable slum population.

Villages epitomise neglect, apathy
IBNLive reports
ROURKELA: Surrounded by mountains and forests, four inaccessible villages of the Maoist-infested Gurundia block of Sundargarh, paint a sorry picture.
The fruits of development are yet to trickle down to these villages, over 85 km from Rourkela and considered most backward in the district.
Kunjara, Kelo, Kantamunda and Majuridima villages, spread over a radius of 15 km, do not have roads. Due to this, health, education and drinking water facilities fail to reach the villagers. Poverty alleviation programmes are a mirage. The villages fall under different gram panchayats (GPs) and people have to trek long distances through risky forest routes to reach GP headquarters.
Kunjara village is the most inaccessible with its GP headquarter Tamperker located 11 km away, while the distance between Kantamunda and its GP headquarters Sol is 12 km. Similarly, Kelo and Majuridima villages are over 17 km away from the Jarda GP headquarters.
CPM’s district secretariat member Jadumani Mohapatra said the government should carve out a new GP between these villages to address their problems. He said the villagers have decided to stage a demonstration at the Sundargarh Collectorate on April 19 to highlight their plight.
Kelo villagers Biswanath Bhukta, Philman Lugun and Augustin Kerketta said the people live in abject penury and are deprived of basic amenities. They alleged that their efforts to draw attention of the administration towards their problems have yielded no response.
Mohapatra said after a stir last year the road laying work began between Kelo and Majuridima village. But the quality of the road has been sub-standard and there is no provision for rainwater drainage.
He further alleged that due to lack of monitoring funds had been swindled and poor quality road repair works between the block headquarters of Gurundia and Jarda GP had been continuing for the past four years.

Water scarcity: Pipe water project hanging fire
IBNLive reports
ROURKELA: Depleting groundwater has rendered the 30-odd tube-wells in Ward 13 of Rourkela Municipality useless. With pipe water system yet to reach Gopabandhupali, Timber Colony and a few other slums here, these settlements with a population of around 10,000 face intense water scarcity during summer.
Local resident and social activist Mehboob Alam said during summer their hardship reaches the peak.
Local BJP councillor Pramila Das on Tuesday raised a public protest after the tanker water supply was hit for the day. She said the beleaguered slum-dwellers had to wait in queue for hours for a bucket of water. The PHED’s efforts to address the crisis-like situation seemed inadequate, she added.
A pipe water project for the ward is stuck for the last three years. Water was to be supplied to these slums through stand posts. Basti Suraksha Samiti president Biren Senapati blamed the Sundargarh district administration for the delay. Senapati claimed that the PHED was passing the buck to the South Eastern Railway on an unfounded ground that it was not permitting to lay pipelines. PHED executive engineer Jaladhar Swain said they had pressed several hired water tankers into service, adding the demand was more than they could meet. He also promised to expedite the pipe water project.

State to get two more ultra mega power projects
Expressbuzz reports
BHUBANESWAR: A joint official team from the Central Electricity Authority (CEA) and the Power Finance Corporation (PFC) will visit the State next week scouting for sites for establishment of two more ultra mega power projects (UMPPs). The Centre has given in principle approval for three ultra mega power projects for the State. While bidding for the first UMPP at Bedabahal in Sundargarh district is underway, the Central team is likely to visit a few sites for the other two projects in Bhadrak and Balangir districts. While Titlagarh is in the tentative list, the site for Bhadrak district will be decided at a high-level meeting chaired by Chief Secretary BK Patnaik here on April 21. The team of officers from CEA and PFC will also attend the meeting, sources said.
According to Union Power Secretary P Uma Shankar, the Centre had cleared the proposal to set up two more UMPPs in the State. One of them is likely to be set up in Bhadrak district.
“The CEA team is scheduled to visit Odisha to finalise the sites for the two UMPP projects,” Shankar told mediapersons in Delhi on Tuesday. The Union Secretary said the Power Finance Corporation, the nodal agency for UMPPs in the country, had invited preliminary bids for the Bedabahal UMPP. The State Government is upset over the delay in inviting technical and financial bids for the Bedabahal project.
The preliminary bids saw 20 companies offering to develop the 4,000 MW capacity Bedabahal project. However, the next rounds of bids could not be conducted since the Power Ministry failed to finalise the amendments required in the standard bidding document as per the revised norms for UMPP.
Sources said that the technical bids of the participants are under scrutiny. Under UMPP, the State is entitled to get its share of 50 per cent power from each of the three projects. Apart from UMPP, NTPC is all set to put up two super thermal power projects of 3,200 MW capacity each in Gajamara in Dhenkanal district and Darlipali in Sundargarh district.
